minority government

minority government
   A government with under 50 per cent of the seats in the House of Commons. It will usually comprise the largest party which seeks to govern on its own, thereby challenging all the elements of opposition to vote it down. In the devolved Welsh National Assembly established in 1999, Labour at first governed as a minority administration, before making a coalition deal with the Liberal Democrats.
   In the Scottish Parliament elected in 2007, Alex Salmond leads an SNP minority administration which retains power by virtue of support from MSPs of the Green Party on a ‘confidence and supply’ basis. The Greens will back it in all no-confidence votes and on budgetary matters, but everything else is dealt with on an issue-by-issue basis.
